An update on the Advancing Efficiency and Strategic Impact Task Force

To the university community:

I am pleased to share an update on the Advancing Efficiency and Strategic Impact Task Force, which we launched in April 2025 to further our efforts to position USF for future success.

I provided a briefing to the USF Board of Trustees at their September meeting and the task-force co-chairs, Paige Geers, Vice President and Chief of Staff, and Gerard Solis, Senior Vice President and General Counsel, have provided a report on the group鈥檚 progress.

To ensure broad input, the Task Force was composed of members from across OneUSF. Additionally, the co-chairs met with faculty leadership, the Administrative Advisory Council, Staff Senate, Student Government, graduate students, and internal leadership bodies such as the University Leadership Council and the Council of Deans.

In addition, a university-wide survey was sent to all employees, and the responses directly informed the conversations and ideas explored during the feedback sessions.

Task Force members gained valuable perspectives on how to reduce duplication, align resources and identify opportunities that will allow USF to grow stronger. A consistent theme emerged: While efficiency is essential, the true goal is lasting strategic impact 鈥 ensuring we are investing in our core priorities: student success, faculty excellence, research innovation, and long-term institutional resilience.

It is important to emphasize that implementation will not occur overnight. The Task Force report includes recommendations that address 鈥渘ow,鈥 鈥渘ear鈥 and 鈥渇ar鈥 to ensure we fully understand organizational and programmatic dynamics, anticipate requirements and avoid unintended consequences of swift action.

I am grateful to the members of the Task Force for their dedication and to all members of the USF community who contributed to this effort.

The delivery of the Task Force鈥檚 report is not the end, rather it represents a beginning. This initiative is not a one-time exercise to identify savings and reinvest dollars; it is an ongoing process to ensure USF is positioned to pursue excellence for years to come. The focus continues to be about shaping the university鈥檚 long-term trajectory 鈥 redefining how we operate, how we compete, and how we lead as a member of the AAU.

The process will continue to evolve as the university moves forward with the development of a new strategic plan and the transition to new presidential leadership. Further updates will continue to be shared with the USF Board of Trustees and the university community.

Sincerely,

Rhea F. Law

President
